Consent agenda
-
Abandon a portion of East Kaufman Street between Greenville Avenue and Texas Street
The city would formally vacate (abandon) the segment of East Kaufman Street that runs through Blocks 3 and 24 of the Original Town Addition, between Greenville Avenue and Texas Street, while preserving any existing easement rights. A certified copy of the ordinance will be recorded in Dallas County public records as a quitclaim deed.
Abandoning a public street segment transfers that right-of-way out of public use, which can affect access and redevelopment in that block of downtown Richardson.
-
Release and quitclaim an access easement on Lot 1, Block 3, Original Town of Richardson
The city would release its rights to an access easement on Lot 1, Block 3 of the Original Town of Richardson, clearing the title on that property.
-
Purchase order to upfit eleven police Chevrolet Tahoes — $280,434
The city would issue a purchase order to CAP Fleet Upfitters, LLC to outfit eleven Chevrolet Tahoes for the Police Department at a total cost of $280,434, using the BuyBoard cooperative purchasing contract #698-23.

Public hearings
-
Rezoning 951 Abrams Road from retail to apartment planned development
A property owner is requesting a zoning change for a 3.09-acre site at 951 Abrams Road — at the corner of Abrams Road, Buckingham Road, and Park Bend Drive — from R-Retail to a Planned Development with an A-950-M Apartment base district, which would allow multi-family residential housing to be built there. The council will hold a public hearing and consider adopting the ordinance.
Approving this rezoning would allow apartments to be built on a retail-zoned site, changing the character and use of that corner near Buckingham Road.
Action items
-
Order a bond election for May 2, 2026
The council would formally call a bond election to be held on May 2, 2026, and make the administrative provisions needed to conduct it.
If approved, Richardson voters will decide in May 2026 whether to authorize the city to issue bonds, which could fund major capital projects and affect the city's long-term debt.
-
Order a May 2, 2026 special election on city charter amendments
The council would adopt an ordinance calling a special election on May 2, 2026 for voters to consider proposed amendments to Richardson's Home Rule City Charter. The ordinance also authorizes the city manager to sign election services contracts with Dallas County and Collin County Elections Departments.
Charter amendments approved by voters can change the fundamental rules governing how Richardson is governed, so this vote sets those proposed changes before the public.
