Ordinance No. 4370 would replace Chapter 23's entire Division 3 section on industrial wastes in the city code, establishing a new industrial pretreatment program and updated regulations for what businesses can discharge into the sewer system.

Authorize publishing notice of intent to issue Series 2021 Certificates of Obligation
Resolution No. 21-02 would authorize the city to publish the legally required public notice of its intention to issue Series 2021 Certificates of Obligation, a form of city debt that does not require voter approval.
Publishing this notice is the first formal step toward borrowing money through certificates of obligation, which will eventually be repaid by taxpayers.
-
Authorize publishing notice of intent to issue Taxable Series 2021A Certificates of Obligation
Resolution No. 21-03 would authorize publishing the required public notice of the city's intention to issue a separate set of taxable Series 2021A Certificates of Obligation.
Like the companion item above, this starts the process for a separate taxable borrowing that will be repaid by taxpayers.

Order a May 1, 2021 general election for mayor and six council seats
Resolution No. 21-04 would officially call a general election for May 1, 2021 to elect a mayor and six city council members, designate polling places, authorize joint election contracts with other jurisdictions, and adopt the voting equipment system to be used.

Public hearings
-
Public hearing: rezoning 26.7 acres at N. Plano Rd and Lookout Dr for office/warehouse use
A property owner is asking the city to change the zoning on 26.7 acres at the northeast corner of N. Plano Road and Lookout Drive from standard industrial (I-M(1)) to a Planned Development that would allow three office/warehouse buildings up to 50 feet tall with modified development standards.
The decision determines what type and scale of industrial development can be built on a large vacant or underused site near that intersection.
-
Public hearing on an updated plan for Tax Increment Financing Zone No. 1
The council will hold a public hearing to consider amendments to the project and financing plan for Tax Increment Financing Reinvestment Zone No. 1, which channels a portion of property-tax growth within a defined area into reinvestment projects.
Changes to the TIF plan affect how tax revenue from rising property values in the zone is spent on public improvements for years to come.
Action items
-
Adopt ordinance expanding TIF Zone No. 1 boundaries and approving updated financing plan
Council will vote on Ordinance No. 4368, which would formally expand the geographic boundaries of Tax Increment Financing Reinvestment Zone No. 1 and adopt an amended project and financing plan for that zone.
Expanding the TIF zone means more properties will contribute their incremental tax growth to fund reinvestment projects in the area instead of flowing to the general tax base.
