Consent agenda
-
Rezoning and drive-through restaurant permit at N. Coit Rd. and W. Campbell Rd.
Ordinance No. 4423 would change the zoning on roughly 20.71 acres at the northeast corner of N. Coit Road and W. Campbell Road from one Planned Development standard to another, update the concept plan, and grant a special permit for a restaurant with drive-through service.
This would allow a drive-through restaurant to be built at that corner, changing how that land is used.

Ordinance No. 4424 would formally appoint a presiding municipal judge and assistant municipal judges for Richardson's Municipal Court of Record No. 1.

Under Bid #29-22, staff recommends awarding a $1,500,000 contract to Iron T Construction, Inc. to replace the alley, retaining wall, and utilities on St. Paul Court.
This project will repair aging infrastructure in a residential area, improving safety and utility reliability for nearby residents.
-
Annual contract for aerial electrical services with Richardson Ready Electric
Under Bid #48-22, staff requests authorization to issue an annual requirements contract to Richardson Ready Electric for aerial electrical services at unit prices.
-
Purchase $91,440.49 in police vehicle equipment through BuyBoard cooperative

The council will receive a briefing from the 2022 Council District Boundary Commission on its review of district boundaries and any recommended adjustments, as required by City Charter Section 4.03.

Public hearings
-
Standards of care for early child development programs at Parks and Recreation
The council will hold a public hearing and vote on Ordinance No. 4420, which formally establishes standards of care for early child development programs run by the Richardson Parks and Recreation Department.
Adopting these standards helps ensure that young children in city-run programs receive consistent, quality care.
-
Standards of care for youth programs at Parks and Recreation
The council will hold a public hearing and vote on Ordinance No. 4421, which formally establishes standards of care for youth programs run by the Richardson Parks and Recreation Department.
Adopting these standards helps ensure that children in city-run youth programs receive consistent, quality care.
-
Continuation of the juvenile curfew ordinance
The council will hold a public hearing and vote on Ordinance No. 4422 to continue the existing juvenile curfew, which is codified as Section 13-122 of the city's Code of Ordinances.
Continuing the curfew keeps existing rules about minors being out at night in place; not renewing it would let those rules lapse.
