Agreement with TxDOT for traffic signal safety improvements funding
Resolution No. 21-23 would authorize the City Manager to sign an Advance Funding Agreement with the Texas Department of Transportation under the Highway Safety Improvement Program for an off-system traffic signals improvement project.
This agreement brings state funding to improve traffic signals, which can make Richardson intersections safer.

Agreement with Regional Transportation Council for transportation development credits
Resolution No. 21-24 would authorize the City Manager to sign the FY 2021 agreement with the Regional Transportation Council awarding the City transportation development credits.

Interlocal agreement with NCTCOG for Traffic Incident Management Program

Drive-through restaurant special permit on West Shore Drive near W. Arapaho Rd
A property owner is requesting a special permit to operate a restaurant with drive-through service on 0.52 acres on the west side of West Shore Drive, south of W. Arapaho Road, within an existing C-M Commercial zone. The Council must hold a public hearing and decide whether to adopt Ordinance No. 4399.

Amended development standards for indoor/outdoor soccer facility near Digital Drive
The owner of 2.74 acres west of N. Plano Road on the north side of Digital Drive — zoned as part of the Collins/Arapaho TOD & Innovation District Planned Development (Employment Sub-District) — is asking to update development standards and revise the conditions tied to existing special permits for an indoor soccer facility and an outdoor soccer field. The Council must hold a public hearing.
