Raise homestead exemption for seniors and disabled residents to $145,000 (Ord. 4482)
Ordinance No. 4482 would increase the residence homestead exemption for residents aged 65 and older, and for disabled residents, from $130,000 to $145,000, reducing the taxable value of their homes.
Eligible senior and disabled homeowners would see a larger reduction in their city property tax bill.

Add regulations for mobile food establishments permitted by Dallas County (Ord. 4483)
Ordinance No. 4483 would add a new section to city code establishing rules for mobile food service establishments that hold a Dallas County permit, such as food trucks.

Update public swimming pool rules to match state standards (Ord. 4484)
Ordinance No. 4484 would update the city's public swimming pool and spa regulations to match the Texas Department of State Health Services rules found in Chapter 265, Subchapters K, M, and L of Title 25 of the Texas Administrative Code.

Staff seeks approval to issue a purchase order to Mountjoy Aquatics for a replacement ultraviolet (UV) water treatment system, bought through the BuyBoard cooperative purchasing contract #701-23, at a cost of $147,046.51.

Increase public library renovation construction contract to $31,422,783
The council is asked to authorize GMP Amendment No. 1 to the existing Construction Manager at Risk agreement with Balfour Beatty Construction, LLC for the public library renovation, bringing the total guaranteed maximum price to $31,422,783.
This is the largest single contract action on tonight's agenda and represents the updated cost ceiling for the library renovation residents will benefit from.

Rezoning hearing for restaurant and smoking lounge at Abrams and Buckingham (ZF 23-15)
A property owner wants to rezone about 1.04 acres at the northeast corner of Abrams Road and E. Buckingham Road from standard retail to a Planned Development. The change would allow a restaurant and smoking establishment to add a patio cover under amended development standards.
Nearby residents and businesses could see new activity at this corner, including outdoor dining and a smoking lounge.

Hearing on reduced minimum apartment size at 2301 N. Central Expressway (ZF 23-17)
A developer is asking to amend an existing Planned Development for a 131-unit apartment complex at 2301 N. Central Expressway to allow smaller individual unit sizes. No additional units are being requested.
Smaller minimum unit sizes could affect the character and density feel of the approved apartment project for future residents and neighbors.
