Hotel/motel tax grants totaling $26,500 to four arts organizations
Based on Cultural Arts Commission recommendations, the council will consider awarding Hotel/Motel Tax Fund grants to four organizations: Chamberlain Ballet ($7,000), Dallas Chinese Community Center ($2,500), OutLoud ($10,000), and Richardson Symphony Orchestra ($7,000).

Ordinance approving a winery/distillery and modified development standards at 816 S. Sherman St.
Ordinance No. 4491 would grant a Special Development Plan to modify development standards under the Main Street/Central Expressway Form Based Code (Railside Sub-District) and issue a special permit for a winery/distillery on 1.25 acres at 816 S. Sherman Street.
This would allow a winery or distillery to operate in the Railside sub-district under customized development rules, adding a new business use to that corridor.

Public hearing: special permit for a private school at 1301 Abrams Road
Council will hold a public hearing on Zoning File 24-02, a request to allow a private school inside an existing building on an 8.6-acre lot zoned Local Retail LR-M(2) at 1301 Abrams Road, on the east side of Abrams Road north of Walnut Street.
Neighbors and nearby businesses will have the opportunity to comment before council decides whether to allow a private school at this location.

Council discussion of the 2024 bond sale for GO bonds and certificates of obligation
Council will review and discuss the planned 2024 sale of General Obligation Bonds and Certificates of Obligation before the formal votes scheduled later in the meeting.
These bonds fund city capital projects and will ultimately be repaid by Richardson taxpayers and ratepayers.
