Adopt Ordinance 4501 rezoning 2.22 acres at Waterwood Drive and N. Glenville Drive
The council will consider adopting Ordinance No. 4501 to rezone a 2.22-acre tract at the southwest corner of Waterwood Drive and N. Glenville Drive from one Planned Development (based on the I-M(1) Industrial district) to a new Planned Development with its own use regulations, concept plan, and building elevations.
Changing this site from industrial to a new planned development could alter what gets built at this corner and how it fits with surrounding neighborhoods.

Award $1,071,931 contract for FY24 stormwater repairs
Staff recommends awarding Bid #20-24 to Axis Contracting, Inc. in the amount of $1,071,931 to perform stormwater infrastructure repairs across the city for fiscal year 2024.
These repairs help reduce flooding risks and maintain the stormwater system that protects Richardson homes and streets.

Staff recommends awarding Bid #48-24 to KIK Underground, LLC in the amount of $3,649,318.85 for pavement and utility improvements in the Canyon Brook, Canyon Valley, and Forest Grove neighborhoods.

Staff recommends awarding Bid #59-24 to Ratliff Hardscape, Ltd. in the amount of $1,973,140 to reconstruct alleys in the South Grove Road, Weatherred Drive, Park Place, Centennial Boulevard, and Carrington Drive areas using 2021 bond funding.

Public hearing on Zoning File 24-11: more homes and open space in CityLine-East PD
A developer is asking to amend the 62.5-acre CityLine-East Planned Development district, located on the east side of N. Plano Road between E. CityLine Drive and the President George Bush Tollway, to allow more residential units and to adjust the regulating plan to increase the amount of required and optional open space.
Approving more residential units in this mixed-use area would increase housing supply near a major transit and employment corridor, and changes to open space requirements would affect how much green space is built into the development.

Public hearing on Zoning File 24-12: special permit for event center near Campbell and Plano roads
A request to allow a 2,758 square foot special event center inside a 10,630 square foot retail building within a 43,714 square foot shopping center located northeast of the corner of E. Campbell Road and N. Plano Road. The 4.4-acre site is zoned LR-M(2) Local Retail.
Approving this permit would allow event gatherings in a neighborhood retail area, which could affect nearby residents through noise, traffic, and parking.
