Public hearing and ordinance on zoning code amendments: family definition and protest rules (ZF 26-09)
The council will hold a public hearing and consider a city-initiated ordinance amending the Comprehensive Zoning Ordinance to update the definition of 'Family' and revise the rules governing property-owner protests of zoning changes. These changes affect Articles I, XXII-A, and XXIX of the code.
Changing the definition of 'family' and adjusting protest procedures could affect who may live together in residential zones and how neighbors can formally oppose future rezoning requests.

Public hearing continued: drone delivery hub proposed at 3051 Research Drive (ZF 25-04)
A property owner is asking to update the planned development rules on 33.36 acres at 3051 Research Drive (southeast corner of Shiloh Road and Breckinridge Boulevard) to allow an outdoor drone delivery distribution center. Tonight's public hearing will be continued — no final decision will be made — and the item will come back on June 9, 2025.
Residents near Shiloh Road and Breckinridge Boulevard may be affected by drone delivery operations if the zoning amendment is eventually approved.

Special permit for an event center at 1101 E. Arapaho Road
The council will hold a public hearing and consider granting a special permit to allow an event center to operate at 1101 E. Arapaho Road, a property in the Collins/Arapaho TOD & Innovation District Form Based Code (Employment Sub-District).
Approving this permit would allow a venue for events in the Arapaho Road corridor, which could affect nearby businesses and residents through increased traffic and activity.

Public hearing: special permits for auto body shop, storage lot, and repair shop near Main Street
A request seeks three separate special permits within existing buildings in the Main Street/Central Expressway PD Planned Development (Interurban Sub-District): one for a motor vehicle body shop on a 1.4-acre lot, one for a motor vehicle storage lot on a 0.04-acre lot, and one for a minor motor vehicle repair shop on a 1.2-acre lot — all located east of Bishop Ave, west of N. Interurban Street, north of Jackson Street, and south of Davis Street.
Granting these permits would allow automotive repair, body work, and vehicle storage businesses to operate in an area designated as a planned development, which could affect the character of that corridor.

Public hearing: rezone ~9 acres on Research Drive and add heavy manufacturing permit
A property owner requests to rezone approximately 9 acres on the south side of Research Drive west of Telecom Parkway — keeping the industrial PD designation but revising the concept plan — and to add a special permit allowing a heavy-use manufacturing facility.
Approving the special permit would allow heavy manufacturing operations at this industrial site near Research Drive and Telecom Parkway.
