The owner of two lots (1.04 acres total) at the northeast corner of Abrams Road and E. Buckingham Road wants to change the zoning from 'R' Retail to a Planned Development based on the LR-M(1) Local Retail District with a concept plan and amended development standards. A special permit is also requested to allow a smoking establishment on an outdoor patio connected to a restaurant on the site.
