Approve FY24 Hotel/Motel Tax arts grants for 24 organizations totaling ~$317,000
The council will consider approving Cultural Arts Commission recommendations to award Hotel/Motel Tax Fund grants to 24 arts organizations. Individual awards range from $2,500 to $80,000, including: Contemporary Chorale $2,500; Accolade Community Theatre $4,000; Texins Jazz Band $4,000; SciArt Exchange $4,500; Richardson Community Chorale $6,000; Spectacular Follies $6,000; Friends of the Richardson Public Library $7,000; Dallas Asian American Youth Orchestra $7,500; Lone Star Wind Orchestra $8,000; Richardson Reads One Book $8,000; Core Theatre $9,000; Rich-Tone Chorus $9,000; Chamberlain Bal

Authorize $11.6M contract amendment for 825 Pressure Zone water expansion with Archer Western
The council will consider authorizing the City Manager to execute Guaranteed Maximum Price Amendment No. 4 to the Construction Manager at Risk agreement with Archer Western Construction, LLC for water system improvements that expand the 825 Pressure Zone capacity. The amendment adds $11,641,682, bringing the total contract value to $69,168,150.
This large construction contract expands the city's water distribution capacity, which affects long-term water service reliability for Richardson residents.

Public hearing on rezoning ~36 acres near Waterview Parkway for transit-oriented mixed-use (ZF 23-06)
Owners 3400 Waterview LLC (Jim Leslie) and the University of Texas at Dallas (Dr. Calvin Jamison) are requesting to rezone approximately 36 acres on the south side of Waterview Parkway, generally east of Frankford Road and bounded to the south by the DART Silver Line, from TO-M Technical Office and PD Planned Development to PD Planned Development for a transit-oriented mixed-use development. This is a public hearing where residents may speak before the council acts.
Approval would allow a large mixed-use development adjacent to the DART Silver Line, which could bring new housing, retail, or offices to that corridor and affect nearby traffic and neighborhood character.
