Continued public hearing on rezoning ~9 acres near Research Drive for heavy manufacturing
This is a continued public hearing on Zoning File 23-12, a request to rezone about 9 acres on the south side of Research Drive, west of Telecom Parkway. The proposal would update the existing Planned Development for industrial use with a revised concept plan and add a Special Permit for a heavy manufacturing facility.
Approving heavy manufacturing use on this site could affect traffic, noise, and land use in the surrounding Research Drive corridor.

Public hearing on mixed-use development amendment near W. Spring Valley Rd. and S. Sherman St.
Zoning File 23-13 asks the council to amend a Special Development Plan and Special Permit for a 3.7-acre lot at the southeast corner of W. Spring Valley Road and S. Sherman Street. The change would allow a 5-story mixed-use building with apartment units, live/work units, and co-working space, increasing the total number of units from what was previously approved.
Adding more residential units and height to this site could increase housing supply in a central part of Richardson but may also raise concerns about density, parking, and neighborhood character.
