Consent agenda
-
Raise homestead exemption for seniors and disabled residents to $160,000
Council will consider an ordinance increasing the residence homestead exemption for residents aged 65 or older and for disabled individuals from $145,000 to $160,000.
A higher exemption reduces the taxable value of eligible homeowners' properties, which lowers their city property tax bill.
-
Authorize notice of intent to issue Series 2025 Certificates of Obligation
Council will consider a resolution approving the publication of the legally required public notice that the city intends to issue Series 2025 Certificates of Obligation (a form of city debt).
Publishing this notice is the first formal step toward issuing debt that will be repaid by taxpayers; residents have a window after the notice to petition for an election before debt is issued.
-
Annual contract with WEX for city fleet fuel cards — est. $200,000
Council will consider authorizing an annual requirements contract with WEX for fleet fuel cards and services through Sourcewell Contract #080620-WEX, with an estimated annual cost of $200,000.
-
Purchase seven night-vision devices for police — $83,970.11
Council will consider authorizing a purchase order to Mallory Safety and Supply, LLC for seven L3 PVS 1531 helmet-mounted binocular night-vision devices for the Police Department through OMNIA Partners Contract #159498 at a total cost of $83,970.11.
Public hearings
-
Continued public hearing: special permit for an event center at 1101 E. Arapaho Rd.
The council is continuing a public hearing and considering an ordinance that would grant a special permit allowing an event center to operate at 1101 E. Arapaho Road, a property within the Collins/Arapaho TOD & Innovation District Form Based Code (Employment Sub-District).
Approval would allow a new event-center use in this innovation district, which could bring increased traffic and activity to the area near E. Arapaho Road.
-
Public hearing: rezoning for 0.43-acre site at S. Floyd Rd. and James Dr.
Council will hold a public hearing and consider an ordinance granting major modifications to the West Spring Valley Corridor Planned Development District for a 0.4304-acre property at the northeast corner of S. Floyd Road and James Drive, including adopting a new concept plan and concept elevations.
The changes would alter what can be built on this small corner property, affecting nearby neighbors and the character of that stretch of the West Spring Valley Corridor.
-
Public hearing: add drone operations centers as a permitted use in the Collins/Arapaho innovation district
Council will hold a public hearing and consider an ordinance amending the Collins/Arapaho TOD & Innovation District Planned Development (PD Ordinance No. 4322) to add "Drone Operations and Maintenance Center" as a permitted use in the Employment Sub-District, establish supplemental use requirements for that use, and add definitions of "Drone" and "Drone Operations and Maintenance Center (DOMC)." The amendment covers approximately 1,144 acres generally east of Central Expressway, bounded by Campbell Road to the north and Arapaho/Collins Boulevard to the south.
This change would open a large innovation district to commercial drone operations and maintenance facilities, potentially shaping the type of businesses that locate in that part of Richardson.
